Colonel-in-Chief, The Royal Winnipeg Rifles
The primary role of a Colonel-in-Chief is to maintain a link between a Regiment and the British Royal Family. While it is true that a Regiment may request someone other than a member of the Royal Family to become their Colonel-in-Chief, the position is most often held by various members of the extended Royal Family, most often for life.
On 11 June 1977 His Royal Highness, Charles, Prince of Wales was appointed Colonel-in-Chief, The Royal Winnipeg Rifles. On that day he was also appointed Colonel-in-Chief for eight other military units throughout the Commonwealth, and has subsequently been bestowed others.
The Colonel-in-Chief has visited or been visited by The Royal Winnipeg Rifles on numerous occasions, including all of his official visits to Canada, one of the most memorable being his attending the Regiment’s Centennial in 1983.
The Colonel-in-Chief maintains a more than passing interest in the Regiment, even after more than 30 years, inquiring about the Regiment’s members overseas, activities and concerns, as well as being in contact with the Honorary Colonel and Regimental Secretary on a regular basis.
To quote the Colonel-in-Chief on his first visit to the Regiment on 4 April 1979, with his address to all Riflemen present – “I have been called many things … but never a Little Black Devil”.
The Colonel-in-Chief is keenly interested in the well-being of soldiers after service, in particular those that have served overseas, and his interest extends to the Canadian Forces. The Prince’s Charities Foundation in Canada has worked with The Canadian Youth Business Foundation (the Canadian affiliate of the Prince’s Youth Business International) to develop this new program for transitioning military personnel who are interested in starting their own business, in conjunction with Based in Business, a component of The Prince’s Operation Entrepreneur.
